I thought it was pretty funny. The "victims" should have behaved like adults and evacuated when they were supposed; but I guess that's too much to ask of them. They are used to having the gov't do everything for them.

I have a cousin who is a Doctor in NO he said it was virtually impossible to get out of the City. In response to your comment about them expecting the gov't doing it for them. That was not the case no one expected the gov't to intervene
