Even former President Clinton admitted that convictions for crack cocaine (distributed mostly in the inner cities) were 5 to 10 times higher that for powder cocaine (distributed mostly in white areas); the same was true for the length of sentence for each. Clinton was the one who signed those harsher sentencing guidelines into law.
