Your criticisms of the institutional problems of non-profits and state agencies are on target, but with the massive waste and budget padding that goes on by all state and federal agencies and the private sector too, changing those behaviors is probably harder than getting dubya to shift money back from the pentagon to the people here that need it the most! Both would help alot.
