12. Mars and Moon programs bring huge public funds to NASA in Florida and Texas..."pork".
13. Since Bush can't get space weapons programs..he can use this money to do so. You can bet the next space ship to replace the Columbia will be fitted for "space weapons".
Moral of the story..you can skin a cat in more ways than one. Profiteering, war, and power.
