A modified form of martial or maritime law has been here for a long time.

For example: How many people in North America actually own a home-free from feudal duties (property taxes), or are free from a direct tax on their labor (implemented in WW II under the guise of a so-called Income Tax), or how many people are free to travel in their own private vehicle without paying the annual extortion fee for the licensed "priviledge" of traveling. Or how many people feel free enough to begin a small enterprise without paying the extortion to be regulated by the State, or its federal auxillary, the United State.

No, any updated form of martial law would only upset the current form of martial/maritime law, and that would be bad for every Regime that emanates from the District of Columbia.
