According to Brezinsky, Jimmy Carter's National Security Advisor, the US started the war in Afghanistan by fomenting instability, calculated to draw the USSR into what he call the "bear trap." The intent was to wear down their resources and keep them distracted by creating a vietnam-like war for the USSR. All of this was at the expense of the Afghan society and as we have learned blowback a decade later.
The US outsourced the Afghan front line job. The CIA didn't want to run the show on the ground, not wanting a repeat of Vietnam. They outsourced the job to the Pakistani intelligence service (ISI), and leveraged Saudi funding. The ISI recruited fundamentalists, including Osama Bin Laden to create a fighting force against the USSR. [Later, the Pakistani ISI would replicate this model in Kashmir].
Both the Democrats and Republicans have been outsourcing America's future for short term gain, or blind belief in freemarket fundamentalist ideology. The mainstream thought is that the US has such a dominant economy and culture that it can afford this behavior. As the US currency teeters, and the national debt begins to get called in by China and others, America is going to re-learn the hard lesson expressed in the old adage, "the bigger they are, the harder they fall."
