The recent London bombings reminds us that the West must become increasingly diligent in responding to the brazen nature of the perpetrators. And no matter how irrational their acts may be, how specious their logic as they attempt to link civilian deaths with military actions thousands of miles away, we must stop them before they lash out again. In doing so, we cannot lose faith in our principles. Democracy and civil and human rights must be preserved. Anger must be tempered. And the larger picture, e.g., the whole of the Arab world, must be clearly seen.
The recent bombing reinforces the fact that Europe, along with countries such as Indonesia, Malaysia, and the Philippines, are now some of the foremost ‘fields of jihad’ for radical Islamists. What makes this recent attack all the more incomprehensible is that there is considerable security in London, more so than in most advanced industrialized democracies. Closed Circuit Television (CCTV) is pervasive in London, as is access control in and out of the city. Almost all vehicles entering London have their license plates photographed and compared to central data bases. The Brits have considerable experience with anti IRA terrorism during which these protocols have been developed. To be sure, many terrorist events are thwarted, and the public does not hear about them, because of ongoing investigations and a desire to smoke out the rest of the cells. But the attacks, like those in London, demonstrate that most experienced anti-terrorist forces cannot provide security all the time in open democratic societies.
The London bombings mean that we must continue to harden our societies against terrorist attacks, and expand our efforts domestically and internationally to take disrupt terrorist networks. We need to protect vulnerable targets, improve cooperation with our allies, and minimize or address grievances held by groups that have difficulties with the United States, Great Britain, and their allies. This includes increasing transatlantic cooperation in a number of key areas such as penetrating terrorist organizations, arresting or eliminating terrorist operatives, destroying the links between transnational crime and terrorism, and halting recruitment into terrorist organizations or providing realistic alternatives to young men susceptible to these groups’ appeals.
The London bombing, much like last years’ Madrid one, requires a rational response. Targets and society must be hardened without abridging basic human rights. This approach seemed to be abandoned as a reaction to 9/11, and we have paid a huge penalty for it. Hopefully the leaders of the G-8 countries will respond in a rational fashion and not advocate policies and practices that unnecessarily violate human and civil rights any more than they currently are. With the G-8 meeting underway and the UK’s presidency of the EU just one week old, the timing of these attacks may accelerate EU cooperation on counter-terrorism. Indeed, British political and police reaction seems muted. Perhaps Blair is trying to put on a happy face in light of the announcement that Britain will host the 2012 Olympics, and currently sponsoring the G-8 summit. Indeed, troops and security personnel have been mobilized, but Blair is not saying they're in a state of war or a new war.
Nor is the Arab world seething with anger toward the West -- just parts of it are. Focus our attention on those areas before they force us to compromise Western values like protection for human rights and equal protection under the law, to the point where we're no better than they are. Diligence is what we need now, the kind of rectitude and principled decision-making that Roosevelt and Churchill exhibited during World War II. What's occurring here is nothing like that in terms of scale or consequence. But applying our collective wisdom now, as we appear to be entering a new phase in the conflict, could prevent this terror campaign from growing wider and deeper.

Bush based his illegal war for oil in Iraq in part on the official propaganda of 9/11. I am surprised you could not see that, unless the corporate controlled media already indoctrinates you.
The really cool progressives do not accept the corporate controlled media propaganda of 19 hijackers and jet airplanes. There are many really cool progressive Web sites that show it was squib charges and holograms used on 9/11.
The Web Fairy and me question authority and use Internet chat boards to show others that the 72 dpi images we use certainly disprove the months of detailed study by engineers from the National Science Foundation.

That society must be "hardened" to respond to the London bombing is an idea almost reports on every Indymedia would reject. This rhetoric above is pathetic; more pathetic is the editorial decision to feature it.

In general, I found piece a bit flat. Granted, it was far more “fair and balanced” than Fox so-called “News,” but I would expect more from a fellow Ph.D., particularly one who devotes his profession to the subject matter on which he wrote.

I’m also reminded of Dr. Chalmers Johnson’s book, “Blowback: The Costs and Consequences of American Empire.”

I’m also reminded of comments by London Mayor Ken Livingtone on July 20, 2005. “A lot of young people see the double standards, they see what happens in Guantanamo Bay, and they think there isn’t a just foreign policy.” “You’ve just had 80 years of Western intervention into predominantly Arab lands because of a Western need for oil. We’ve propped up unsavory governments, we’ve overthrown ones we didn’t consider sympathetic.”

Dr. Ross seems too intent or fascinated with taking steps to “harden” society, albeit he urges doing so without compromising too many civil liberties. If Ross’s analysis about England’s extensive experience with terrorism is correct, it merely provides further evidence that “hardening” society against terrorist attacks is a fairly fruitless long-term course.
However, in characterizing the London attacks as “irrational,” Ross doesn’t seem to acknowledge the potential for an alternative strategy based on countering the exploitative foreign policies alluded to by Livingstone. Ross states in his opening, “No matter how irrational their acts may be, how specious their logic as they attempt to link civilian deaths with military actions thousands of miles away, we must stop them before they lash out again.”
“Irrational?” Perhaps the attacks were irrational; however, these recent attacks do coincide traditional logic of “the West.” The World War II bombings of Dresden and Tokyo, which targeted civilians, were based on the calculated “logic” that they would break the civilian morale. Rather than being “irrational,” it appears that the same logic is being applied in the bombings in Madrid and London. That is, these recent bombings seem to be calculated attempts to break civilian support for the leaders and foreign policies of the targeted countries.
I could go on, but I’ll close by repeating two points. I appreciate Dr. Ross taking the time to engage the Indymedia community, and hope he will continue to do so. That said, I personally didn’t find his article to be very compelling.

My piece elicited a number of reactions. While important in terms of current affairs and analysis, there are a number of issues brought up that I believe are tangential to my commentary. These include:
- the causes of the war in Iraq;
- the false pretenses under which the United States and Britain launched the war;
- the role of capitalism as an explanation for terrorism;
- the "sinister" motives of websites like A.N.S.W.E.R and MoveOn.org, and the organizations that sponsor them;
- focusing on oppositional political terrorism misses state terrorism;
- the power of internet chat rooms to change political agendas;
- the historical record of Brits to insure that civil and human rights are respected; and,
- the decision-making process for including commentaries like mine.
On the more relevant side:
As one poster pointed out, and I agree, you cannot continue to have colonial and/or imperialist policies and behavior without sometime in the future having it come back to haunt “the oppressor.”
It is also not clear at this point in time, nor may we ever know, the complete motivations of suicide bombers of July 7th and those who followed-up with the failed second attack on July 21. While they may be upset with the British (and American) presence in Iraq, given the multitude of media reports from all kinds of sources, this is just the tip of the iceberg with respect to their rationales.
George and other posters had difficulty with my use of the term “irrational,” and perhaps that term begs explanation. I am reminded of Herbert Simon’s notion of “bounded rationality.” Simply put, bounded rationality refers to the notion that what appears rational for one individual in a particular context may seem completely irrational to others. This being said, I would suspect that none of the posters would subject themselves to a suicide bombing as a means to achieve their goals, and almost all would agree that a commitment to social justice precludes use of violence and an embracing of nonviolent methods as a way to change things.
George is correct in suggesting that I placed a disproportionate amount of emphasis on hardening society even thought these practices failed to prevent the London bombings. However, we should not throw the baby out with the bathwater.
Sho suggests that the commentary “does not address the underlying issues that incite terrorism.” And I agree. The piece was not supposed to examine this problem in any great detail. My commentary, however, was aimed as suggesting what we can do about the immediate crisis rather than specify some carefully thought out long term plan.
The commentary’s major intent was to argue that while governments (and corporations) can work to address underlying grievances, this will be a long term goal and in the meantime hardening society may be the only realistic solution we have. It was not meant to be a comprehensive attempt to “address the motives of the terrorists-political and psychological,” nor suggest each and every way we can both protect society from terrorist acts and maintain civil liberties at the same time. That being said, it is nevertheless an important question to be asked and answered many of which are addressed in my previous writing (listed on my website www.jeffreyianross.com) and in my forthcoming book Political Terrorism: An Interdisciplinary Approach (forthcoming Peter Lang, 2006).

There are many really cool progressive Web sites that prove it was more than likely squib charges that brought down the WTC, and the use of holograms convinced many (but not us really cool progressives) that it was jet airplanes being flown into the building.
